PODS (Palm OS Developer Suite)

This is probably the best way to program for Palm these days (for free anyway), but it has one fatal flaw:  No support for user fonts.  This is a very important feature to me, but I've given up getting fonts into the ".xrd" files.

PRS-Tools

This is my old way for programming for Palm (also free).  xFONT is the  app that creates the fonts based on Windows fonts into a form readable by PILRC (the program that adds resources to the PRC file).
